How/where can I complain as an employee of a Hilton family hotel chain about things my GM won't address?

It sounds as if you have already done all you can. You'll probably put your job in jeopardy if you continue to pursue this. It's not at all unusual for someone to get a do nothing job because they have influential friends, relatives, or provide "special favors" to someone in management.
