How to get my Blind Cat to Enjoy Playing?

Try using cat toys that make noise, like those little plastic with the bell inside them. You might also be able to find motorized toy mice that make some kind of noise as they move along. Let him feel the toys, let him know they're okay things that aren't dangerous, and perhaps he'll be willing to play with them. You could also try and find some strong scent that is very appealing to cats, perhaps catnip, and make the toys smell like it. Maybe he'd be more willing to chase toys that smell nice.
