Can you complain to the City of Arlington Texas about the smell of a neighbors yard?

My neighbors right beside me have a Taxidermy Service (Stuffs animals) and the smell if just awful. Usually I can just ignore it but the smell is now in my kitchen. It is just retchid! The dead animals are in his back yard and it is seriously making me sick. Is there anyway I can make a complaint to the city about this?
