In MTG does the necroskitter bring token creatures back under your control?

No it doesn't and here's why. When tokens are removed from play, either by a spell or being destroyed and sent to the graveyard, they are immediately removed from play by state based effects and forgotten about. Here's another example. A token is enchanted by an oblivion ring, which removes the enchanted permanent from the game. If Oblivion Ring leaves play, then you may return the permanent back into play under it's owners control. The token, being a permanent, is removed from the game and if the Oblivion Ring leaves play, the token doesn't come back. Evacuation returns all creatures to their owners hands. Tokens don't go into players hands, so are removed from the game when Evacuation is played. There are many examples, but the comprehensive rules on tokens is clear, when it leaves play, it's gone.
