What should I do about this never dated anyone college girl?

We're both freshmen in college and we live in the same dorm. She and I have a cl together and I'm starting to like her. The problem is that she doesn't come across as someone who wants to date. I'm she's sappy and all but she just doesn't seem to want to date anyone. She also mentioned vaguely that she didn't really date at all in high school. I keep making effort to find excuses to talk to her and when we just talk she and I have pretty great conversations. She's really nice to everyone, a bit judgmental of people who do mean things and she has this "mom" complex where she always wants to take care of people. I'm afraid that she's going to put me into the "needs my care" category and then my chance is shot. What should I do? I could just ask her out but she might not think she knows me well enough... How do I flirt with someone like her?
