How can I stop paternity/child support proceedings?

I began the process 2 weeks ago. I have since come to an agreement with my son's father and no longer need CSS services. However I have gone back to the office on 2 occasions to close the case and they won't comply...I get responses that it's in the child's best interest to continue, they tell me to think some more about it...but won't close it (I think they must have quotas to meet). I am not on public istance so I know I don't have to comply as some women do. I live in a different state than my child's father and have called his state CSS office but they don't have the case information yet. I know at some point I can refuse to submit myself and my son for DNA testing but my goal is to put a stop to the process before it gets too involved.
